This is an injection-plastic figure kit.
Bandai purchased the tooling to the Nausicaa kits that were previously owned by Tsukuda Hobby. These older kits have been reengineered by Bandai to be snap fit items, molded in colour and cleaned up all around. The figures will require paint (really the whole thing would benefit from a coat of paint for realism, though it isn't required).
