The Jingei-class submarine tender, the first of its kind in the Imperial Japanese Navy, is equipped with facilities for supply, repair, and crew accommodations. The lead ship, Jingei, was commissioned in 1923, followed by the second ship, Chogei, in 1924.
In the early stages of World War II, these vessels served as the flagship of the submarine fleet, deployed to the southern base at Truk. In 1943, they operated as training ships for the submarine school in Kure, and from 1944, they were involved in transport missions towards Okinawa.

In July 1945, Jingei was heavily damaged by an attack from American carrier aircraft while in Maizuru, marking the end of its service.
After the war, it was used as a repatriation ship and was dismantled in 1947.
